Greenburgh schools lack occupancy papers

 The Greenburgh Central 7 School District is operating its buildings without valid certificates of occupancy, an apparent violation of state education regulations.
 The certificates - required by the state Education Department for classroom and administrative buildings - expired June 1 and were not immediately renewed, Superintendent Ron Smalls said yesterday. The certificates are typically issued after annual fire safety inspections, which are required by state law.
 Under state regulations, school districts are required to cease operations in buildings without valid certificates of occupancy, though Greenburgh continued classes throughout the month.
  Smalls said he was made aware of the situation June 20. He said the certificates were allowed to expire because the district has been operating without a director of facilities, a position cut last year to reduce costs under the contingency budget. Those duties then fell to Stephen Draper, the assistant superintendent for business, who left the district this month, Smalls said.</description>
